This entry could consist of just the title: I recommend XAMPP.
I cite the authors: XAMPP is an easy to install Apache distribution containing MySQL, PHP and Perl. XAMPP is really very easy to install and to use - just download, extract and start.
I used it on Windows and under Linux - and XAMPP seems to be one of those few software downloads that work just as easy on both platforms. Hurray!
It was even simpler on linux - on windows I had to convince skype to use another port because the apache server used the same... but that still was easy. Thanks to Simon for the hint and -doh!- for me not trying this out way earlier...
